使人甘心接受坏条件
充分了解人情的微妙而善加利用,既是[坏消息]，也可使人觉得合情合理。
当他人与我们讨论事情时，假如他的态度骄傲，或者有敷衍的情形，那么即使是对我们有好处的事，多半我们也会拒绝对方，这是人之常情；相反的，即使对自己没有好处或者是不利的事情，如果谈论此事的人很有礼貌，而且非常诚恳，往往会使你愿意尝试去接受他，这也是人之常情。说实在的，人是一种很奇怪的动物，我们必须认识这一面。在日常生活中，适当地加以活用，这种训练是必须的。
以前，是以地租为主，没有所谓所得税。但明治政府因国家开发渐多，除地租外，也须有其它税入，所以决定向民间征收所得税。在大阪也设立课征所得税的机构。
首先，决定向有钱人课税。但是，政府是否是将此事公开，并通知有钱人？事实上，并非如此，那么到底如何做呢？
大阪有一地方，叫作中右衙门丁，这个地方，一直到二次大战之前，还是属于风经区。在此有一家最大的酒家，叫作富田屋，是个水准很高的地方。有一天，税务署的人将有钱人都请到富田屋招待。
这些富翁们被招待到这个地方，心中虽然高兴，但又有些不安，纷纷猜测还有什么下文。因为当时的[衙门]和民间还是有距离，所以这些有钱人，都规规矩矩地坐在席上。此时，税务署的署长走出来，但他并未坐在上坐，反而坐在末坐。他说：
[自从明治政府开始统治，国家各种施政事业的推展，需要很多费用，因此官方已经决定向各位征收所得税，希望各位多多协助。]
这个人虽然态度诚恳，带来的却是件坏消息，因为它增加了大家的负担。他把话说完，紧着就是宴会。虽然桌上摆满了各种山珍海味、醇美好酒，但是大家一想到要课征所得税，都感到不安。此时又叫很多美女来斟酒，大家才逐渐放松心情。
[好吧。一点点税金不算什么，缴给政府好了。]
慢慢有人这样想。
我听了这个故事,很佩服从前的[衙门]居然也会运用技巧，并没有以压迫的方式强迫老百姓缴所得税。如果是以强迫的方法，一定会引起反感，反而达不到预期的目的。
以时代而言，当时还是官尊民卑，相当封建的时代，只要一张指令，就可以命令百姓去做。但是官员却是以拜访的口气来说。
这不是很技巧的作法吗？换句话说，大家都认为，对方是官，一定会乱下命令。事实上，大家都受到很好的款待，都不好意思拒绝。这种做法是充分了解人情的微妙，并能善加应用。
对今天的公务员或者是老百姓而言，能够充分了解这种人情的奥妙，推展自己的事情，也是一件重要的工作。
